Mandatory content for the reporting system pursuant to Section 13(2) of the HinSchG
Internal reporting mechanisms must provide clear and easily accessible information on possible external reporting procedures operated by the institutions, bodies, offices or agencies of the European Union.

Federal External Reporting Office at the Federal Office of Justice:
The Federal Government’s external reporting office at the Federal Office of Justice is responsible for the following areas:
- Criminal law
- Law on administrative offences, insofar as the provision infringed serves to protect life, limb or health, or to protect the rights of employees or their representative bodies
- Statements made by civil servants that constitute a breach of the duty of loyalty to the Constitution.
- Product safety and conformity
- Road safety
- Environmental protection
- Radiation protection and nuclear safety
- Food and feed safety, animal health and animal welfare
- Public health
- Consumer protection
- Protection of privacy and personal data, and the security of network and information systems
- Public procurement
- Tax law relating to public bodies and commercial partnerships
- Protection of the European Union’s financial interests
- State aid
- Other internal market regulations (European Union regulations on the free movement of goods, persons, services and capital)
External reporting channel of the Federal Cartel Office:
The Federal Cartel Office’s external reporting centre is responsible for the following areas:
- Prohibited anti-competitive agreements between undertakings (prohibition of cartels) between competitors (horizontal) or between suppliers and customers (vertical)
- Prohibited conduct by dominant undertakings with relative or significant market power (abuse control),
- Other breaches of competition law by undertakings (e.g. calls for supply or purchase boycotts, infringements of the prohibition on implementation under merger control law, or infringements of orders issued by the Federal Cartel Office),
- Prohibited conduct by large online platforms acting as gatekeepers (including infringements of the Digital Markets Act)
